All dog renewals must be completed by January 31, 2020.
If your dog’s rabies shots have been updated, please bring in the rabies certificate. Please be aware that the State of Maine requires us to collect a late fee starting February 1st of each year. This fee does not apply to first time registrations.

Liquor License
The State of Maine approves Liquor Licenses with local approval from the Board of Selectpersons. Applications are available on the State of Maine’s website at www.maine.gov by typing in the search area, “How to get a Liquor License.” The application must be printed, completed in full and submitted to the Town Manager’s Office with the application fee each year. An additional fee is required if a Special Amusement Permit is also desired. The Liquor License application must be approved locally and signed by the Board of Selectpersons before it can be submitted to the State of Maine.
Anyone applying for a Liquor License must have an inspection by the Town of Rumford Code Officer prior to approval by the Board of Selectpersons. Special Amusement Permit Applicants must also have been inspected by the State Fire Marshal’s Office with a certificate of inspection submitted to the Town Manager’s Office. Applications must be received by the Town Manager’s Office two months prior to the expiration date of any current license holder so that any violations that are found during inspection can be corrected before the current license expires.

Recycling Bins

RECYCLING IS A GIFT TO FUTURE GENERATIONS
The Town of Rumford encourages all residents to recycle as many items as possible. All recycled materials are sold to organizations that use materials for other purposes.
The towns of Byron, Dixfield, Mexico, Peru, Roxbury and Rumford are part of the Northern Oxford Regional Solid Waste Board. Each town pays an assessment for the removal of trash to NORSWB. When items are recycled, NORSWB is paid for the material by vendors who recycle the materials.
In 2015 the Solid Waste Board received $77,414.77 in revenue from recycling. If we had instead transported and deposited this material to a landfill the cost would have been $65,082.84. By recycling, the Town realized a gain of $77,414.77 plus the decrease in costs of $65,082.84, giving a net gain of $142,497.61. Recycling reduces all property owner’s tax bills. More importantly, these efforts also help to decrease the amount of materials that go into landfills that future generations will need to address as time goes by.
Recycle bins are available for town residents at the Town Office. There is no charge for one bin, additional bins are $10.00 each. The Recyclable Materials information sheet lists the many items that we recycle. We encourage everyone to use reusable cloth bags for groceries and to avoid the use of Styrofoam products. Currently, we do not recycle plastic bags, however, some local grocery stores do accept plastic bags to recycle.
If your recycle bin has become damaged and unusable, please recycle it and stop into the Town Office for a replacement at no cost. We will also replace lost bins.
Taxi Cab License
Taxi Cab License – Motor Vehicles for Hire (Ordinance Chapter 22)
Taxi Cab Licenses are required for all persons, firms or corporations engaged in the business of carrying passengers for hire and are due by the end of November. Applications are available in the Town Manager’s Office and must be returned to the Town Manager’s Office with the annual fee. All licenses expire on January 1st. Applicants must provide proof of liability insurance and list the names and driver license numbers of all drivers.
Trailer Registration
The State of Maine online service allows you to renew your Maine registration for any non-excise-taxable trailer. You may renew each trailer for one or two years, and you may renew multiple trailers at one time.
Transfer Station Sticker
The Northern Oxford Regional Solid Waste Facility Transfer Station requires legal residents who are property owners to show a transfer station decal when dropping off items. If you are a tenant or a non-resident property owner you will not be issued a transfer station decal, however you may use the facility by showing a current tax bill (non-resident taxpayer), a signed lease or current State of Maine Motor Vehicle Registration (tenants) showing your Rumford address.

Boards or Committees Vacancies
Board and Committee Vacancies (for positions appointed by the Board of Selectpersons)
Board and Committee vacancies are advertised in June of every year. All terms expire during the month of July and most are held for a three year time period. Applications to apply are available in the Town Manager’s Office or online by downloading here.
Concealed Weapons Permit
Applications for Concealed Weapons Permits are available at the Police Department, Town Clerk’s Office or at www.rumfordpd.com.
Snow Plowing Permit
Snow Plowing Permits are required for anyone plowing snow on a public way. Applications are available in the link below and at the Rumford Town Office, and must be returned with the annual fee for each vehicle. Commercial vendors must also supply a list of customers and their addresses.

Special Amusement Permit
Special Amusement Permits are required for all establishments that allow music, dancing or entertainment in facilities licensed by the State of Maine to sell liquor. Applications are available when applying for Liquor Licenses at the Town Manager’s Office. Establishments must have Dance License approval from the State Fire Marshal’s Office.

Parking Ticket
Parking Tickets may be paid as follows:
Depositing in the secure mailbox located in the hallway across from the Police Department or by making the payment in person at the Town Clerk’s Office. The Town Hall business hours are between 8:00 a.m. and 4:00 p.m. Tickets may also be paid by postal mail to the Town Clerk’s Office.

How do I pay my sewer bill?
The Town’s sewer is a flat rate unit charge billed for the calendar year. Payments are due quarterly, payments are due April 1st, June 1st, September 1st and January 1st. Payments may be made in person or by mail addresses to the Tax Collector, Town of Rumford, 145 Congress Street, Rumford, ME 04276 and payable to the Town of Rumford. If paying by mail, please enclose the payment stub from the sewer bill, or as much information as possible on the account (acct#, address, map/lot, etc.) If requesting a receipt, enclose a self addressed, stamped envelope.
INTEREST AT 6% PER ANNUM CHARGED AFTER EACH DUE DATE.
The Tax Collector’s Office currently accepts Visa, MasterCard, American Express and Discover for all transactions EXCEPT property sewer payments that are in lien status. Debit card transactions are not accepted.

Report a Sewer Back Up in My Home
If you experience a sewer backup in your home, please notify the Public Works Department immediately at 364-4481 between the hours of 6:00 a.m. and 2:00 p.m. (or during summer hours of 6:00 a.m. to 4:00 p.m. Monday through Thursday). The Town’s sewer main must be inspected BEFORE you hire a plumber. After hours, please call the Police Department at 364-4551 and they will contact Public Works. The Town maintains the sewer main and individual property owners maintain their service line to the main. The Public Works Department is available 24 hours a day, 365 days a year to respond to your concern.
Report Sewer Pumping Station Alarms
The Town of Rumford has 20 sewer pumping stations. The pumping stations are all equipped with an audible alarm system to alert people of any problem with the pump. The Town relies upon residents to report any alarm that they hear coming from any pumping station. That is the only way we know there is a problem. We have only 5 stations that are equipped with automatic alarm systems that will report directly to us: Swift River, Sunnyside Terrace, and pump stations along Route 2 near the properties of Kemeraitis’, Madison’s and Whiting’s (Hoyt’s). If you hear an alarm coming from a pumping station, please call the Rumford Police Department by contacting Oxford County Dispatch at 364-4551, or the Rumford Public Works Department at 364-4481. Please give the location of the pump station, when the alarm sounded, and your name and telephone number so that we may call if there are any questions.
